fbernon 245bce04d1 Add netbuf.h, netbuf.c, Change api.h, api_lib.c: #7249 "Split netbuf functions from api/api_lib". Now netbuf API is independant of netconn, and can be used with other API (application based on raw API, or future "socket2" API). Ports maintainers just have to add src/api/netbuf.c in their makefile/projects.
